The Department of Finance is responsible for overseeing the financial management of the city. The Chief Financial Officer provides accounting, billing and fee collection services. The department prepares annual budgets and forecasts spending and revenues. The CFO is responsible for analyzing, recording, summarizing, and reporting financial transactions. The department works closely with the mayor, the City Council and the CAO to enhance and maintain the fiscal stability of our city. From preparing the budget to collecting revenue and reviewing expenses,finance department employees ensure the city has the resources to serve its residents.
Mike Necaise, a Gulfport native, has been employed with the City of Gulfport since 1989 where he began as a Firefighter. Completing his Bachelor’s in Business Administration from William Carey College in 1990, Mike transferred to the Comptroller’s division in 1994 and was promoted to senior account in 1996. Two years later, he was promoted to Assistant Comptroller and in 2000, he became the Comptroller. In 2006, Mike was appointed by Mayor Brent Warr as the Director of Finance and Administration.
Along with his Bachelors, Mike holds a Master’s Degree in Business Administration (MBA) from the University of Southern Mississippi and has successfully passed the National Uniform Certified Public Accountants (CPA) Exam. He is a member of the American Institute of Certified Public Accountants, the Mississippi State Society of CPA’s, the Gulf Coast Chapter of CPA’s and the Government Finance Officer’s Association.
